School council elections illegal, new suit charges

The current method of electing Chicago local school councils isas illegal as the one found unconstitutional in a 1990 ruling thatthrew the system into upheaval, a new federal lawsuit charges.

The 23-count suit is the second bid by the Chicago PrincipalsAssociation to win compensation for members who lost tenure under therevolutionary 1988 Chicago School Reform Act. The act placedprincipals' fates in the hands of primarily parent-run councils.
